Debt investor programme

The
Central Bank of Savings Banks has an EMTN programme of EUR 3 billion which was
established in April 2015. Emissions are carried out as either public emissions
or private placements. In addition, the Central Bank of Savings Banks issues
certificates of deposit in Finland with maturities up to 12 months.
